Confused About B-BBEE Levels?

Here’s How the Scoring System Works – and Why It Matters for Your Business

You’ve probably heard phrases like “Level 1 Contributor” or “We lost a deal because of our B-BBEE level.” But what do these levels really mean? And more importantly, how can your business improve its score?

Let’s clear the confusion and break it down.

What Is a B-BBEE Level?

Broad-Based Black Economic Empowerment (B-BBEE) levels reflect your company’s transformation score — based on criteria set by the Department of Trade, Industry and Competition (dtic). These levels are more than just compliance—they influence your competitiveness, especially in procurement and tender processes.

Your B-BBEE level determines your procurement recognition, which is how much of your spend counts towards your clients’ own B-BBEE goals. The higher your level, the more attractive your business becomes to others.

The B-BBEE Levels at a Glance

B-BBEE Level Score Range Procurement Recognition

Level 1 100+ points 135%

Level 2 95–99.99 125%

Level 3 90–94.99 110%

Level 4 80–89.99 100%

Level 5 75–79.99 80%

Level 6 70–74.99 60%

Level 7 55–69.99 50%

Level 8 40–54.99 10%

Non-compliant <40 0%

In simple terms: The higher your level, the more your clients benefit by doing business with you – and the more likely they are to choose you.

How Is Your Score Calculated?

Your B-BBEE score is based on five key elements, with weighted points depending on your business size and sector:

  1. Ownership Who owns your business, and do they have voting rights and economic interest?
  2. Management Control Representation of black individuals in top management and board positions.
  3. Skills Development Investment in training and upskilling black employees and interns.
  4. Enterprise & Supplier Development (ESD) Supporting black-owned suppliers and developing small black enterprises.
  5. Socio-Economic Development Community upliftment contributions (1% NPAT target).

For QSEs (Qualifying Small Enterprises) and EMEs (Exempt Micro Enterprises), some elements may be weighted differently or allow for automatic recognition depending on black ownership.

Why B-BBEE Levels Matter to You

  • Winning Tenders and Contracts Many public and private entities require a minimum B-BBEE level to qualify for business.
  • Preferred Supplier Status Clients actively seek suppliers who help improve their procurement scorecards.
  • Growth and Market Access Your level can open (or close) doors to new clients, industries, and funding opportunities.
